Functions of DawnStar DAO

The DAO fund is the second line of defense on top of the Bond Mechanism. The DAO fund is controlled by the Developers and will be used to help maintain peg of $DSF in a sustainable manner that does not drain the DAO (eg reckless buybacks are not something we will do).
